To me it seems like its one of their moves to further rig the transport industry. When it comes to road vs rail, road always wins, thus the government is trying to diminish the road freight industry.
Trucks are not the only cause of congestion...if this is so, where are the statistics? When there's truck congestion, almost 80-95% of the vehicles are light motor vehicles, so removing trucks won't be the solution to congestion.
When it comes to road carnage, some operators like myself practice strict safety standards. No private company would put its image at risk nor that of its customers. By being efficient we are able to reduce our costs, thus being able to give customers' good service at a reasonable fee. By reducing costs I do not mean using worn-out tyres or not maintaining the vehicle, because that will just increase costs in the long run.
