European country's have their own designations when it comes to vehicle licence plates.
Germany - On German plates, the first 1-3 letters signify the registration region. The following letters and numbers are random and the stickers specify a legal plate.
Italy - The Italian format is two letters three numbers and two more letters, with a blue band either side.Combinations are random and the optional band on the right indicates its region.
France - France uses the same "two-letter three-number, two-letter" format as Italy.
Spain - In Spain, four numbers are followed by three letters, which rotate in sequence. For example, after 9999 BBB is registered, it would be followed by 0000 BBC
